2025 Regional Superintendent of the Year Announced

Education Service Center Region 13 is proud to announce Mark Estrada, Superintendent of Lockhart ISD, as the 2025 Regional Superintendent of the Year. Estrada will now represent the region as one of 20 nominees statewide for the Texas Superintendent of the Year award, presented by the Texas Association of School Boards (TASB).

Estrada’s selection honors his transformational leadership, commitment to academic excellence, and deep ties to the Lockhart community. A Lockhart ISD graduate himself, he now leads the district with a clear vision and heart for service, championing student outcomes and strong community partnerships.

Mark Estrada is the embodiment of servant leadership. He brings innovation, passion, and strategy to every decision, and his deep roots in Lockhart shine through in his unwavering dedication to the students and staff he serves.

Since becoming superintendent in 2018, Estrada has led initiatives that strengthened academic performance, improved instructional systems, and expanded early college and workforce opportunities. Under his guidance, Lockhart ISD has implemented the Visionary Instruction Plan, launched a 1:1 technology initiative, and received national recognition for its student support efforts.

Estrada’s impact extends beyond the district. He is a respected advocate for public education at the state level, serving on the TASA Board of Directors, the E3 Alliance Board, and the University of Texas Education Leadership and Policy Advisory Council. In 2022, he was named a national LifeChanger of the Year and, most recently, was invited to join the Harvard University Collaborative on Political Leadership in the Superintendency.

As Region 13’s nominee, Estrada advances to the next round of consideration for the 2025 Texas Superintendent of the Year, an honor that will be announced this fall during the TASA/TASB Convention.
