However, as the data shows, many newly hired teachers across Texas enter classrooms without formal training from an Educator Preparation Program (EPP). The Data

During the 2023-2024 school year, 17,053 newly hired teachers in Texas held no Texas teaching certificate or permit, accounting for 34% of all new hires. This percentage has steadily increased over recent years, from 6% in 2013-2014 to 19% in 2021-2022, and then to 30% in 2022-2023 (source).

For example, the Education Service Center (ESC) Region 13’s Educator Certification Program (ECP) candidates receive over 300 hours of intensive coursework and training aligned with Texas Educator Standards.
